It does not seem to be giving the expected torque regardless of having the forward/reverse completely turned to either end.

Sorry for trouble. Please give us the opportunity to see what is wrong with this handpiece so that we can either repair or replace it.  These are refurbished units but Midwest Shorties have always delivered outstanding torque unless there is a problem.
